Dallman Power Facility - Springfield, Ill.
The team of Kiewit and Black & Veatch was awarded the contract to engineer, procure and construct the 200-megawatt coal-fired unit at the existing Dallman facility. Project equipment includes a Foster Wheeler subcritical pulverized coal boiler, a Toshiba steam turbine generator and Wheelabrator Air Pollution Inc. air quality control system (AQCS) equipment.
In an effort to make Dallman Unit 4 one of the most environmentally efficient plants in the country, the AQCS equipment includes activated carbon injec- tion, a baghouse and a 99-percent efficient wet scrubber, followed by a wet electrostatic precipitator to reduce sulfuric acid mists and particulate matter (PM-10). Dallman Unit 4 is one of a handful of plants in North America that uses a wet electrostatic precipitator on the outlet of the wet scrubber.
After the owner reached a landmark agreement with the Sierra Club over the plant’s air permit, the project team continued to overcome challenges and reached commercial operation six months ahead of schedule and under budget.
